Then the Lord said to Moses,

"Set up the holy tent, the Tent of Meeting. Set it up on the first day of the first month.

Summary of Exodus 40
Exodus 40 describes the final setting up and dedication of the tabernacle. The construction work is completed, and God instructs Moses when and how the tabernacle is to be set up. Moses sets every item in its place, prepares the priests to minister, and anoints the tabernacle and its furnishings. When the work is completed, the glory of the Lord fills the tabernacle.
The chapter begins with God speaking to Moses on the first day of the first month. God tells Moses to set up the tabernacle, also known as the tent of the congregation. It marks the start of a new phase for Israel. The sanctuary which had been so painstakingly constructed was to be unveiled.
Moses is told to place the Ark of the Testimony in the tabernacle and to hang the veil. The table was to be brought in and set out with its items on it. The golden candlestick was to be placed opposite the table, and the lamps were to be arranged. The golden altar of incense is placed before the Ark. The veil is then put at the entrance of the tabernacle.
Then Moses is to place the altar of burnt offering at the doorway of the tabernacle. The laver is placed between the tabernacle and the altar and is filled with water. The court is set up around the tabernacle, and the curtain at the entrance of the court is placed.
God tells Moses to anoint the tabernacle and all that is in it with the holy anointing oil. The altar and all its vessels are to be anointed, and the laver together with its base.
Aaron and his sons are brought to the door of the tabernacle. Moses washes them with water and puts the priestly garments on Aaron. Moses puts the holy anointing oil on Aaron and prepares him for service. Aaron's sons also dress in their priestly garments. They are anointed and prepared to serve as priests.

After the work is completed, something significant happens. A cloud covers the tabernacle, and the glory of the Lord fills it. Moses cannot enter the tabernacle because the cloud is over it and the glory of the Lord fills the sanctuary.
The last few verses of Exodus 40 tell us how the Israelites would know when to stop marching and when to move on. While they are on their way, the cloud of the Lord covers the tabernacle by day, and a fire glows in the cloud at night. Whenever the cloud is lifted from the tabernacle, the children of Israel shall go forward, and whenever it remains, they shall be still.
It is a similar pattern for when they are to go forward and when they are to be still in their march. The cloud indicates to them when they should halt their march and when they should resume. Israel does not move at her convenience but at the convenience of the cloud.
