Who is the little horn in Daniel 7 and 8?
In Daniel 7, a little horn grows among the ten horns of the fourth beast. It has eyes like a man and a mouth that speaks boastfully. It wages war against the saints and tries to change the set times and laws for "a time, times and half a time" until God judges it. In Daniel 8, a small horn grows from one of the four horns of the goat. It grows great, stops the daily sacrifice and throws down the sanctuary. The little horn in chapter 8 is widely identified with Antiochus IV Epiphanes, a Greek king who desecrated the temple in 167 BC. Many readers think chapter 7's horn is also Antiochus. Others, especially Christians who see the fourth beast as Rome, believe the chapter 7 horn is a future Antichrist figure who will persecute God's people at the end. The Protestant Reformers often linked it to the papacy. Either way, the horn's power is brief, and God's court takes it away.
